Cobb County has experienced an increase in residential burglaries, specifically in the south part of the county which covers Precinct Two. The south side of Precinct Five (i.e. 514 beat) borders the north side of Precinct Two at Powder Springs Road. To combat the current trend, the Cobb County Police Department established a team of experienced supervisors, detectives, and officers to specifically target residential burglaries.
This special unit is now referred to as “BAT” (Burglary Apprehension Team) and since it's inception on February 16, 2009, there have been several arrests attributed directly to the new unit. Precinct Five has more residential burglaries in 514 beat and the Powder Springs Road corridor than the rest of the zone. If a citizen observes suspicious activity in their neighborhood, it is requested that it be reported. No one knows better than its residents what may be out of place in the neighborhood.

PTA Takes Action Advocating for every child Georgia PTA’s weekly update on legislative activity – Mar. 29, 2009 The General Assembly has completed 37 of the 40 days that it will meet in 2009. There are only three days left this session so bills will be moving fast and furiously next week. We are seeing language from bills thought dead amended to bills that are moving so anything can happen in the next few days. The Senate still has not passed a budget for next year so this final week promises to be a very interesting one. The revenue numbers remain grim so there’s talk that a special session may be needed. In this time of declining revenue it’s of note that the legislature has passed several bills that provide tax credits or exemptions that directly affect the government’s available funds. Update: School Nurse Funding We still don’t know about the funding for school nurses. The House put it back in, the Senate has had no public hearings so no one knows what is in their version of the 2010 budget. • Call your Senator and let him know funding for school nurses is critical! • If it makes it out of the legislature intact, the Governor can still line item veto the funding so contact him and let him know the funding for nurses is important to you. Voucher Legislation: Just when many thought SB 90 was done for this session, some of the language from it was amended to HB 251, the bill that allows intra-district school transfers. While the private school language was not added, the language allowing transfers between school districts was. PTA supports school choice but the issue here is how to pay for the student who transfers from one district to another. The student doesn’t reside in the new district so no property tax revenue is generated to fund his education. Currently districts can charge tuition for non-district students. In this bill the state and local funds from the sending school district would go to the new school district. The decision about how much money follows the child rests not with the local district but with the state. Local systems do not calculate how much is spent per pupil. To take the total dollars spent and divide by the number of students is too simplistic. Buses need to run whether there are 20 students or 40 students riding them, lights and heat have to be on in the school buildings and buildings must be cleaned. This bill takes the decision making about how local dollars are spent out of the control of the taxing authority that raised the dollars which many argue is unconstitutional. Some people argue that their dollars should follow their child but the reality is that it is not just their dollars; it is every tax payer’s dollars that are being spent to educate that child. Legislation that Passed both Chambers: HB 149: Move on When Ready: Students in 11th and 12th grades may enroll in Georgia public colleges and take Department of Education approved courses that will meet both high school graduation requirements and earn them college credit. Hours earned will not count against HOPE. What this means to you: If a student is ready to attend college and only has a few high school credits remaining to fulfill the high school diploma requirements, (s)he can earn those credits while attending college.. HB 300: Parents to be informed about meningococcal meningitis and other vaccines. HB 484: Children of military personnel on active duty stationed in GA can qualify for HOPE. SB 69: Any person who allows, permits, encourages or requires that a child engage in prostitution or sexually explicit conduct may be found guilty of sexual exploitation. (Currently only child’s parents of caregiver could be so charged). HB 280: Provides differentiated pay for math and science teachers effective July 1, 2010. HB 233: OPPOSE Two year freeze on any appreciation on the value of a property, even if it changes hands. SB 84: Requires local school boards to have at most seven members (unless grandfathered) and abide by an ethics policy. The bill gives the Governor the power to remove board members if a school system is placed on probation by an accrediting agency and board members can remove fellow board members by a 2/3 vote. House amends: Board members cannot serve on a board of a private elem. or secondary school at the same time as on a local BOE. Prohibits gifts over $100. Legislation to Watch: A comprehensive list of potential bills is on the website HB 120: 2009 sales tax holiday would be from July 30 to August 2. Passed House and S. Finance HB 23: Drivers under age 18 cannot use a cell phone nor text message while driving. Exceptions are made for driver emergencies, reporting an accident or criminal activity, or using while parked. Any driver involved in an accident while using a wireless device will face higher penalties. Passed House, passed Senate Public Safety HB 193: Permits the required 180 day school year to be defined in hours, thus providing local school boards with flexibility in setting the school calendar. Passed House, passed Sen. Ed. HB 243: Eliminates bonus for Nat’l Board Certified teachers. Grandfathers those currently receiving the bonus and those who began the certification process prior to Mar. 1, 2009. Eliminates from funding those teachers leaving teaching and going into administration or some other area effective July 1, 2009. Passed: Housed. Passed Sen. Ed. HB 400: BRIDGE, Building Resourceful Individuals to Develop Georgia’s Economy Act. Department of Education is to develop programs so a student can get courses at the home school, a technical college, a two or four year college, a work site as an apprentice, and other approved settings. Middle grades advisement shall provide counseling, advisement, career awareness, career interest inventories to evaluate each student’s academic skills and career interests. In grade 8, students shall select a preferred focused program and study and develop an individual graduation plan, IGP, with parents. High school students shall have annual reviews of the IGP which are to include academic core subjects and course work in math and science OR humanities, fine arts, and foreign language, OR sequenced career pathway courses; include IEP components if applicable. Passed House, to be held and will likely not pass this session SB 5: SUPPORT Requires seatbelts be worn in all pickup trucks with an exception for those over 18 who are doing agricultural work.. Passed Senate. SB 23 also requires seatbelt use in pickup trucks but was voted down. SB 8: Allows elementary and middle school students to carry and self administer epi-pens. Passed Senate, passed House Health/Human Services SB 94: Removes the requirement that a dependent child up to the age 25 be a full-time student to be insured medically under the parent’s health plan. Passed Senate SB 114:Provides special provisions for children of military personnel who transfer into GA public schools including waivers to some GA graduation requirements and additional allowable absences. Passed Senate, passed House Ed. SB 206:Requires tax expenditure review, detailing for each item the amount of tax revenue foregone for at least a three year period, the intended objective of the expenditure, an analysis of whether or not it is achieving the objective. Taxes included in this report shall cover all state taxes collected by the Department of Revenue. Passed: Senate SB 239: Requires parents to enroll a child within 10 days of moving into a district. Failure to do so would result in a fine between $50-500, 1-10 days incarceration or some combination thereof. Passed Senate, passed House Ed. Lovinggood PTSA eNews!  Dear parents, It’s Time to celebrate our Lovinggood students’ outstanding efforts once again. The honor roll celebration will be on Friday, April 3rd. I haven’t been given our exact time, but I wanted to let you know of the date so you can mark you calendar. I know that the celebrations will begin at 2:15 p.m., but not sure where 7th grade falls in that time frame. We will be having a field day type event for the kids. Please consider volunteering to make this event a success. The staff has also asked for donations of bottled water and Gatorade packs. Also, I need volunteers to help put up the honor roll wall. We will do this at 10:00 a.m. on Wednesday and Thursday of next week. Please let me know if you can help with either or both days. I will notify you when I get more details on the exact times. PTA Takes Action Advocating for every child Georgia PTA’s weekly update on legislative activity – Mar. 22, 2009 The General Assembly has completed 34 of the forty days that it will meet in 2009. There are only six days left this session with the last day, sine dei, scheduled for April 3. Update: School Nurse Funding What happens when PTA members from all over the state take action? We get noticed and make a difference! The Popsicle campaign was a success as legislators from across the state commented about how they had been inundated with Popsicle sticks and now better understood the important role school nurses play. As a result the funding for school nurses was put back in the 2010 budget in the House version of the budget. The Senate now will make its changes and we hope they will keep that funding in. Call your Senator this week and remind him or her about how important the nurses are to the health and safety of our children. Thank you for making a difference! Voucher Legislation: While SB 90 appears to be dead at least for this session, another bill has quietly made it through the legislature and onto the Governor’s desk, HB 100. Last year, legislation was passed that allowed individuals to make a scholarship donation to a private school and claim it as a tax credit (which means it goes directly against the bottom line of how much that individual owes in income taxes). The amount was capped at $1,000 per person or $2,500 per couple. Sounds innocent until you realize that an individual can make a donation for a “scholarship” to the private school his child attends and then that child is the recipient of the scholarship. The net result is the person gets a tax credit for donating to his own child’s private education. This year, HB 100, removes the $1,000 cap and instead allows an individual to make a donation and receive a tax credit of up to 75% of his income tax liability. Private schools benefit while public schools and the state lose the money that could help in this time of falling revenue. If you don’t support private individuals receiving tax credits to subsidize their child’s private education call the Governor's office and ask him to veto HB 100. The Governor proposed legislation that would create an arm’s length relationship, that those who donated could not be the recipient of the scholarship and that scholarships would be awarded based on need. His legislation didn’t crossover this year. Legislation that Passed: HB 229: Student Health and Physical Education Act. Students in grades 1-12 enrolled in physical education in 2011-12 must have an annual fitness assessment during the PE class time. The aggregate results shall be reported to the state board yearly. Results of any assessment shall be reported to parents. Waiting Gov. signature HB 157: If the lottery end of year balance is less than 92% of the year with the highest year end balance, it will trigger a reduction of the HOPE recipient book allowance to $150, excluding Pell Grant recipients. If the year end balance is less than 84%, the book allowance is eliminated, excluding Pell Grant recipients. If the year end balance is less than 75%, mandatory fees will not be paid to any recipient, including Pell grant recipients. Currently, if any year end balance is less that the highest year end balance, by even $1, the book allowance is halved, the second year it is lost and the third year the mandatory fees are not paid. This workshop encourages parents to explore their beliefs about dating behaviors at a variety of ages and offers strategies for sharing family expectations with their adolescents. The two presentations above will be presented one time only, and the following two speakers will present: Agnes F. Brown Agnes Fields Brown has served as an educator and trainer in the field of adolescent health and sexuality for over eighteen years, receiving national recognition for both her innovative programs and her work in teen pregnancy prevention. She has shared air time with Dr. Ruth Westheimer, contributed to the 1996 SEICUS publication “Now What Do I Do?” and appeared on numerous radio and television stations, including TBS’ Between the Lines and CNN’s Health Watch. Since 1999 she has focused her efforts on health an sexuality education for adolescent males, which lead to the co-authoring of Wising Up, a communication curriculum for parents and sons on health and sexuality issues. Kia L. Toodle Ms. Toodle has been in the field of adolescent health and sexuality for over fourteen years, specializing in training and group facilitation. She was featured in Newsweek Magazine for her work with the “Teen to Teen” peer education program. She has extensive experience in program planning and curriculum development and is co-author of Wising Up, a communication curriculum for parents and sons on health and sexuality issues. Kia has implemented numerous programs in schools and in community and faith based organizations. She provides informal counseling to parents and youth an is a certified HIV Counselor with the State of Georgia . The Street Test for Parents A conversation about Kid's Today-Based on Jeff’s book, Turn Up The Music, this workshop will explore issues facing kids today using a short street test. Topics discussed will include music and culture, self-injury, bullying behavior, internet use, drug use and other issues that relate to young people. Strategies around what can be done to prevent these behaviors will be discussed. No PowerPoint will be used during this workshop! Parents will be quizzed on MySpace, the Choking Game and various drug terminologies to help them better understand what kids are into these days. Jeff Inman is the Director of the Prevention/Intervention Center for Cobb County School District . Child Passenger Safety Did you know that motor vehicle crashes is the leading cause of injury-related death for children ages 14 and younger? This informational session will discuss the importance of seat belt use for children and the types of child restraint systems used. The seat belt law in Georgia will be discussed, and you will learn how to keep your child safe while riding in a car. Amanda Walpole, CHES, MPHis a current employee of Cobb & Douglas Public Health as the District Director for Injury Prevention. Amanda has held positions with the agency over the past ten years in Health Services, Health Assessment and Health Promotion. She is a graduate of Georgia Southern University where she received an undergraduate BS degree in Community Health. She then completed her MPH degree through Walden University . Amanda also holds a certification for Health Education Specialist since 1998. Safe Neighborhoods/Safe Homes Forty-nine percent of Cobb’s 10th graders say their friends use alcohol at home or at a friend’s house! Cobb Safe Neighborhoods/Safe Homes is designed to make alcohol harder for teens to get by mobilizing adults who are in the best position to help. A grassroots neighbor-to neighbor campaign, Cobb Safe Neighborhoods/ Safe Homes get neighborhoods residents, civic and community organization, school PTAs or PTSAs working together with law enforcement partners to prevent underage drinking and youth access to alcohol and other drug; keeping Cobb’s kids, families, and neighborhoods safe. This approach will increase community awareness of unsafe underage drinking and adult social host liability. You can help make it work! Pat Giuliani has been a Marietta resident for 27 years. A mother of four daughters she has held numerous volunteer positions on local, council and state PTAs. Pat has also held position on civic and faith based organizations from Girl Scouts to Walton Fastpitch Booster Club officer. She currently serves on the GA PTA state board and the ECCC PTA board as the Youth Service chair. At her local school she serves as the Parental Involvement chair and generates a monthly electronic newsletter to parents educating them on the affects drugs, alcohol and tobacco has on the adolescent brain. Pat has been a member of the Cobb Alcohol Taskforce (formerly called Cobb Underage Drinking Taskforce) for five years. She is currently the coordinator of the Cobb Safe Neighborhoods/Safe Homes Campaign and is employed by the Council on Alcohol and Drugs and Cobb Community Collaborative.

Lovinggood PTSA eNews!  PTA Takes Action Advocating for every child Georgia PTA’s weekly update on legislative activity – Mar. 15, 2009 The General Assembly has completed 30 of the forty days that it will meet in 2009. March 12 was Crossover day. If a bill has not passed at least one chamber by the 30th day it is considered unlikely to pass this session. Voucher Legislation SB 90: Of major significance is what didn’t “crossover” by Mar. 12: SB 90! Thank you to all of you who contacted your legislators asking them to oppose this legislation. The sponsor had two opportunities provided to have his bill considered but declined. He didn’t believe he had enough votes to win passage. You can let your breath out halfway but not all the way. The language in this bill could still be added to another bill and the bill could still be considered next session. Update: School Nurse Funding This week the Appropriations Education subcommittee heard public comment on the 2010 education budget. GA Assoc. School Nurses spoke in favor of restoring funding. The Chair of the Appropriations commented on all the Popsicle sticks he's received. Keep up the good work! The House will be working on the budget this week. Legislation to Watch Every week we will report on new legislation and the status of existing legislation critical to you. If PTA has an official position it will be shown next to the bill number. Please note if PTA has an established position, a local unit cannot take an opposing position. This week we’ll report on those bills that made it out of one chamber and still have a chance of passing this session: HB 23: Drivers under age 18 cannot use a cell phone nor text message while driving. Exceptions are made for driver emergencies, reporting an accident or criminal activity, or using while parked. Passed House HB 118: Supplemental Budget for 2009. Passed by both House and Senate and signed by Gov. The Governor kept in the $145 M from the stimulus package so the cuts to the local systems will not be as huge as originally feared. It would have been very difficult for local school districts to make enough significant cuts between now and June 30 to meet the expected cuts required. HB 120: 2009 sales tax holiday is from July 30 to August 2. Passed House and S. Finance HB 149: Move on When Ready: Students in 11th and 12th grades may enroll in Georgia public colleges and take Department of Education approved courses that will meet both high school graduation requirements and earn them college credit. Hours earned will not count against HOPE. What this means to you: If a student is ready to attend college and only has a few high school credits remaining to fulfill the high school diploma requirements, (s)he can earn those credits while attending college. Passed House HB 193: Permits the required 180 day school year to be defined in hours, thus providing local school boards with flexibility in setting the school calendar. Passed House. HB 229: Student Health and Physical Education Act. Starting in 2011-12 students in grades 1-12 enrolled in physical education must have an annual fitness assessment approved by the state board of education during the PE class time. The aggregate results shall be reported to the state board yearly. Results of any assessment shall be reported to parents. Passed the House, passed Sen. Ed. HB 243: Eliminates bonus for Nat’l Board Certified teachers. Grandfathers those currently receiving the bonus and those who began the certification process prior to Mar. 1, 2009. Eliminates from funding those teachers leaving teaching and going into administration or some other area effective July 1, 2009. Subject to funding Passed: House. HB 251: Provides for school choice in public schools. Passed the House, heard in Sen. Ed but no vote taken HB 278: The expenditure controls for QBE are repealed for the 2008-09 and 2009-10 fiscal years. The governor’s bill to ease requirements on local schools placed there by his austerity cuts. Does not repeal the 65% expenditure test. Passed House HB 400: BRIDGE, Building Resourceful Individuals to Develop Georgia’s Economy Act. Department of Education is to develop programs so a student can get courses at the home school, a technical college, a two or four year college, a work site as an apprentice, and other approved settings. Middle grades advisement shall provide counseling to evaluate each student’s academic skills and career interests. In grade 8, students shall select a preferred focused program and study and develop an individual graduation plan, IGP, with parents. High school students shall have annual reviews of the IGP which are to include academic core subjects and course work in math and science OR humanities, fine arts, and foreign language, OR sequenced career pathway courses; include IEP components if applicable. Passed House HB 422: Bikes would be allowed to be ridden on sidewalks by children age 12 and younger. Passed House HB 480: Sales and property taxes paid on motor vehicles are repealed for any purchased after Jan. 1, 2011. The buyer pays 7% of the purchase price or $2000 as a one time title fee, whichever is less. Applies to casual sales between buyers too. Vehicles can be registered for five years for $80 or 10 years for $160. Passed: House HB 484: Children of military personnel stationed in Georgia can qualify for HOPE. Passed: House SB 5: SUPPORT Requires seatbelts be worn in all pickup trucks with an exception for those over 18 who are doing agricultural work.. Passed Senate. SB 23 also requires seatbelt use in pickup trucks SB 8: Allows students to carry epi-pens for emergency use. Passed:Senate SB 83: Increase the homestead exemption from $2000 to $4000 this year and starting next year would increase by the percentage of the cost-of-living- index. Passed the Senate. Failed in the House. Vote to Reconsider. SB 84: is the result of a study on school board governance, in light of the issues with the Clayton County School Board during 2008. The bill would require local school boards to have at most seven members and abide by an ethics policy. The bill gives the Governor the power to remove board members if a school system is placed on probation by an accrediting agency and board members can remove fellow board members by a 2/3 vote. Passed Senate SB 114: Provides specific provisions and exemptions for military students transferring into local school systems Passed: Senate SB 160: Schools shall be closed on Veteran’s Day, Nov. 11 Passed: Senate SB 206: Requires tax expenditure reviews detailing for each item the amount of tax revenue foregone for at least a three year period, the intended objective of the expenditure, an analysis of whether or not it is achieving the objective. Taxes included in this report shall cover all state taxes collected by the Department of Revenue. Passed: Senate SB 207: Allows public to attend hearings in juvenile court with certain exceptions. Passed: Senate SB 239: Requires students who move into a new area to be registered for school within 30 days. Important Attendance Information!Hello, As the School Social Worker I wanted to clarify for you a few points about attendance and excused absences: Per the Cobb County School District Administrative Rule JE in order for an absence to be excused “a letter written by a parent/guardian and/or licensed physician explaining the reasons for absences must be presented to school authorities by all students on the date of return to school or no later than the following school day after a period of absence from school. Failure to submit a note within three schools days after a student’s return from an absence will result in the absence being marked as unexcused. If a student has been absent from school 10 or more days during the school year, school administration and/or school social worker may require a doctor’s statement verifying illness. Under certain circumstances, the record for previous year's absences may be reviewed with a doctor's note requested before 10 days expire.” It is very important for you to provide us with documentation about all of your child’s absences as soon as possible after your child misses school. If a note is not received within 3 days following the first day back the absence will be marked as unexcused and will not be changed. For those students in Ms. Frisch's class who have already read it, she has ordered several other Riordan titles for substitution; talk to her first about which book is appropriate for your assignment. Two of those titles are available in paperback and at the same price, and the third is currently only published in hardcover, which we have discounted from the $17.99 cover price to $16.00.
Remember that The PTSA School Store stocks assigned book titles as a convenience to you; you are never required to make your purchases there! But if you do, you may shop any school morning from 8:50 a.m. - 9:15 a.m.

Our Lovinggood Relay for Life team is having a team meeting on Tuesday, March 17 at 8:00 a.m. in room 248. We are inviting ALL parents and students who want to join the team and help fight cancer! You can bring your $10 to the meeting (if you haven't joined yet), or you can come to the meeting and join later. Lovinggood PTSA eNews!  County wants public input on Bullard at March 9 meeting The County is holding a public forum about the master plan for the Bullard/Stockton property, a 106-acre tract in West Cobb purchased with money from the 2006 parks bond referendum. When: Monday, March 9, 2009, 7:00 to 8:30 p.m.
Where: West Cobb Senior Center Lost Mountain Park, 4915 Dallas Hwy.
Because this is the first public meeting on the master plan for any of the purchases in the 2006 parks bond, we hope people from throughout the county will attend. The process for designing Bullard will probably set the precedent for other land purchased as part of the 2006 parks bond.
About the meeting The meeting will follow an open-house format. Residents can view various displays around the room, ask questions, provide comments, and discuss the planning for future developments of the park.
District Commissioner Helen Goreham and representatives from the Cobb Parks, Recreation and Cultural Affairs department will be available to answer questions, as will members of the design firm Lose & Associates.
About the plan According to Bob Ash, director of County Public Services, "Our consultants have some conceptual designs intended to promote comment for those attending. It is a totally passive area with trails, picnic areas and some created water features. The historic house plan is also shown."
PTA Takes Action Advocating for every child Georgia PTA’s weekly update on legislative activity – Mar. 8, 2009 The General Assembly has completed 27 of the forty days that it will meet in 2009. March 12 will be Crossover day (the 30th day). If a bill has not passed at least one chamber by the 30th day it is considered unlikely to pass this session. In a meeting this week it was mentioned that the governor has no plans to use any of the federal stimulus money to help balance the current year, FY09, budget. The House and Senate passed versions of that budget with $145 million of federal stimulus therein. If the governor takes it out with a line item veto, this will increase the austerity cut from $229 million to $374 million this school year. Each school system would take an even bigger hit that is currently planned. February revenues were announced this week and were down 34.8%. The Governor’s original budget was based on an overall annual decline of 4.6%, but the revenue is now at a 7.3% decline. Should that continue through June, it is possible the actual revenues might still be less than that lowered estimate of the governor of a couple of weeks ago. The Governor lowered his estimate for the 2010 year by $1.6 B. The calendar was changed and it looks like the last day of the session will be Apr. 3. Voucher Legislation SB 90: Time for Action! The Senate Education committee passed the voucher bill and it could be considered this week by the full Senate. Call your legislator today and tell them to vote NO on SB 90. Additional information about vouchers can be found on Capitol Watch Update: School Nurse Funding This week the Appropriations Education subcommittee will hear public comment on the 2010 education budget. Legislators will be working to decide what stays and what goes. Please contact your legislator to continue to advocate for school nurses. Legislation to Watch Every week we will report on new legislation and the status of existing legislation critical to you. If PTA has an official position it will be shown next to the bill number. Please note if PTA has an established position, a local unit cannot take an opposing position. HB 39: tax increase on tobacco: $1 per pack. What this means to you: Additional revenue estimated to be over $400M to fund health related concerns including, possibly, school nurses. SB 206: Requires tax expenditure reviews detailing for each item the amount of tax revenue foregone for at least a three year period, the intended objective of the expenditure, an analysis of whether or not it is achieving the objective. Taxes included in this report shall cover all state taxes collected by the Department of Revenue. Passed: Senate SB 39: Allows special transportation districts across the state to offer referenda calling for a 1 percent sales tax to be used to fund transportation projects in those districts. Enabling legislation for SR 44. Both: Passed Senate and House HB 243: Eliminates bonus for Nat’l Board Certified teachers. Grandfathers those currently receiving the bonus and those who began the certification process prior to Mar. 1, 2009. Eliminates from funding those teachers leaving teaching and going into administration or some other area effective July 1, 2009. Passed: House Ed. HB 120: 2009 sales tax holiday is from July 30 to August 2. Passed House and S. Finance HB 229: Student Health and Physical Education Act. Students in grades 1-12 enrolled in physical education in 2011-12 must have an annual fitness assessment approved by the state board of education during the PE class time. The aggregate results shall be reported to the state board yearly. Results of any assessment shall be reported to parents. Passed the House, passed Sen. Ed. HB 422: Bikes would be allowed to be ridden on sidewalks by children age 12 and younger. Passed House HB 23: Drivers under age 18 cannot use a cell phone nor text message while driving. Exceptions are made for driver emergencies, reporting an accident or criminal activity, or using while parked. Passed H .Motor Vehicles HB 149: Move on When Ready: Students in 11th and 12th grades may enroll in Georgia public colleges and take Department of Education approved courses that will meet both high school graduation requirements and earn them college credit. Hours earned will not count against HOPE. What this means to you: If a student is ready to attend college and only has a few high school credits remaining to fulfill the high school diploma requirements, (s)he can earn those credits while attending college. Passed House HB 193: Permits the required 180 day school year to be defined in hours, thus providing local school boards with flexibility in setting the school calendar. Passed House Ed. HB 251: Provides for school choice in public schools. Passed the House, heard in Sen. Ed but no vote taken HB 278: The expenditure controls for QBE are repealed for the 2008-09 and 2009-10 fiscal years. The governor’s bill to ease requirements on local schools placed there by his austerity cuts. Does not repeal the 65% expenditure test. Passed House HB 400: BRIDGE, Building Resourceful Individuals to Develop Georgia’s Economy Act. Department of Education is to develop programs so a student can get courses at the home school, a technical college, a two or four year college, a work site as an apprentice, and other approved settings. Middle grades advisement shall provide counseling, advisement, career awareness, career interest inventories to evaluate each student’s academic skills and career interests. In grade 8, students shall select a preferred focused program and study and develop an individual graduation plan, IGP, with parents. High school students shall have annual reviews of the IGP which are to include academic core subjects and course work in math and science OR humanities, fine arts, and foreign language, OR sequenced career pathway courses; include IEP components if applicable. Passed House Ed SB 5: SUPPORT Requires seatbelts be worn in all pickup trucks with an exception for those over 18 who are doing agricultural work.. Passed Senate. SB 23 also requires seatbelt use in pickup trucks SB 90: OPPOSE Universal Voucher bill. See above. Passed out of committee, could be voted on by the Senate this week SB 83: Increase the homestead exemption from $2000 to $4000 this year and starting next year would increase by the percentage of the cost-of-living- index. Passed the Senate. Failed in the House. Vote to Reconsider. SB 84: is the result of a study on school board governance, in light of the issues with the Clayton County School Board during 2008. The bill would require local school boards to have at most seven members and abide by an ethics policy. The bill gives the Governor the power to remove board members if a school system is placed on probation by an accrediting agency and board members can remove fellow board members by a 2/3 vote. Lovinggood PTSA eNews!  Ladies and Gentlemen, Please see the below information being released by Cobb Police on an escapee from Coffee County,Tennessee that occurred in Cobb County yesterday. At the link below is a photo of the escapee. Should you observe this individual please call 911 immediately. B.O.L.O. (BE-ON-LOOKOUT on 03/03/09-Headquarters) The Cobb County Police Department in conjunction with the Coffee County (Tennessee) Sheriff Department is asking for the public’s assistance in capturing an individual that escaped from Coffee County officials this afternoon at 1423 hours at the Waffle House located at 3340 Frey Road in Kennesaw, Georgia. (The corner of Frey and Chastain Roads) Law Enforcement authorities are looking for 34 year old Christopher Daniel Gay. He is described as a white male, 5’04”-5’05” tall, 140 lbs. He has short black hair, a goatee and tattoos on both arms. He was last seen wearing a white t-shirt and black pants. Although he is not believed to be armed, he is wanted by Cheatham and Robinson counties in Tennessee. He is also being sought by Nashville Tennessee authorities as well as Troup County authorities in Georgia. In the past, he has stolen a large (box type) truck, a tour bus, and a semi tractor/trailer. Anyone with information about 34 year old Christopher Daniel Gay is asked to contact any law enforcement agency by dialing 9-1-1.

Lovinggood PTSA eNews!  Board Request Additional Options for 2009-10 Calendar The Board of Education has requested three new calendar options for the 2009-10 school year. The school board instructed Superintendent Fred Sanderson to prepare the new options for review at the March 11 work session. The board specified that the new options should each each include a start date of August 17 or later, and at least one of the options should end first semester after the winter holiday break. The currently approved 2009-2010 school calendar begins school on August 10. The calendar options will be made available to the public on the District Web site after they are presented to the Board on March 11. District Faces Difficult Choices in 2010 Budget Development Cobb County School District staff and the Board of Education continue to move forward with development of the Fiscal Year 2010 budget. The District’s current fiscal year ends June 30, 2009. The FY2010 budget presents many challenges due to the economic downturn. The school district receives general operating revenue from two main sources: 1. Local property taxes; and 2. State of Georgia tax collections. Both sources are expected to be substantially lower because of economic conditions. In preliminary calculations, the school district is projecting a $76 million deficit for FY2010. This figure could increase or decrease depending on action taken by the state Legislature, and how Cobb County’s commercial and residential property tax collections come in. So far, the news has not been encouraging. Nevertheless, it is important for school staff and parents to remember that no action has been taken on the FY2010 budget at this time. That means that no positions have been cut and no programs have been eliminated at this time. School district staff will be informed as the process moves forward over the next few months and options are considered. One area where it may be possible for the District to save tens of millions of dollars is increasing class sizes. The state has offered districts across Georgia some flexibility in this area. Cobb is already well below state maximums for classroom size, so an increase may be one way to cut into the budget shortfall. There is no question that difficult choices will have to be made in order to address the $76 million deficit. However, the District’s top priority will be to find cuts that have the least impact on classroom instruction. The school board is expected to host a public discussion of the FY2010 budget on May 7, 2009. The Board is scheduled to approve a tentative budget on May 13, 2009, and give final approval to the FY2010 budget at its regular meeting on June 10, 2009. Adding to the financial uncertainty is news that the current FY2009 budget may face additional cuts. Action by the Governor and/or state Legislature could result in the loss of millions of dollars for the current operating budget. In October 2008, the Board of Education approved a series of cost-cutting measures recommended by the Superintendent in response to more than $8 million being cut from the current budget. Those cuts were focused at the top and included a hiring freeze, a ban on travel, and a five-percent reduction in the budgets of all central office departments, among other things. Now, the District has received word that additional state cuts to the current budget are likely, perhaps as much as $15 million. Superintendent Sanderson has instructed schools to restrict all future purchases except those essential to student health and safety, and some essential to instruction. Schools have been proactive in finding ways to cut out waste and save resources without affecting student instruction – in many cases by reducing copying and printing. Contrary to some reports, all schools have ample resources – including paper – needed to sustain daily operations.
